What we stand for – our mission...

The Singapore Business Advisors and Consultants Council (SBACC) is an independent not-for-profit organisation that is supported and recognised by government agencies. SBACC governs the activities and certification of Practising Management Consultants (PMCs).

SBACC’s primary objective is to promote and advance the professionalism of business consulting by having in place internationally recognised and valued standards of performance and conduct for our certified management consultants. It also maintains and reviews these standards to remain current and competitive.

SBACC is also a strong advocate of continual upgrading of knowledge and skills of management consultants. In line with the Singapore Government’s vision and initiatives to keep the workforce vibrant and relevant – while building capacity and productivity of enterprises, SBACC is committed to growing a talent pool of professional consultants who are vital to the development of enterprises in Singapore. These management consultants help enterprises to determine and achieve the business objectives through good consultancy.

Qualified and certified management consultants can help enterprises to be productive and competitive by introducing new technologies, improving systems and processes, restructuring enterprises and extending the range of abilities and knowledge.

Businesses can benefit tremendously as management consultants plug critical gaps in management knowhow and provide useful business contacts, to add values to the businesses.

SBACC is the first organisation in Singapore to be certified as ISO/IEC 17024 in January 2015. This is an international standard for organisation in the certification of personnel to ensure that the certification process is impartial and has no conflict of interest.

History

The roots – how it all began …

With globalisation and intensified competition, organisations that faced resource constraints, had to increasingly rely on external help to improve their competitiveness.

Over the years, the feedback from the industry was that there was a varying quality of consulting practices in Singapore. SMEs also had the challenging task of finding competent management consultants to help them in their capability upgrading projects.

In 2007, SPRING Singapore, Workforce Development Agency (WDA) and International Enterprise (IE Singapore) supported the establishment of the Practising Management Consultant Certification Board (PMC-CB), an independent entity, to administer the industry-led PMC scheme to raise the professionalism of the management consulting industry.

Since the launch of the PMC Scheme in November 2008, the Scheme has gained increasing recognition and support from the industry and government agencies. 

In Oct 2011, the PMC Certification Board was formally integrated within the Singapore Business Advisors and Consultants Council, which was incorporated as an independent national not-for-profit organisation for management consultants, with the support of private sector business, professional bodies as well as government agencies. There was a further need in the industry to expand the PMC scheme beyond generic consulting skills to certify domain area specialisation, as this would help organisations identify certified management consultants who are equipped with compatible expertise.

The symbol "8" whilst containing the initials of SBACC represents the interconnection and synergy of management consultants alike in providing a full suite of professional expertise to organisations. The triangle wedged at the base signifies their intervention in creating a multiplier and ripple effect in terms of their impact on organisations. The opening at the top illustrates the break-through improvement as that impact takes effect.
